To study layout, study the work of Hawley Pratt, Warner Bros. layout artist. Look at the cartoons (1943 to 1964 Friz Freleng cartoons) as well as checking out the last few pages of an otherwise mediocre book:

Most of the layouts and backgrounds were designed by Mr. Pratt (some are by Robert Givens as well).
